Manager – Specialized Programs: 1.0 FTE
The Community Health Centres of Northumberland is a non-profit, community-governed organization committed to programs and services that promote wellness that are delivered within an interdisciplinary team.
General Overview:
Reporting to the Clinical Director, the Manager – Specialized Programs works collaboratively with internal Community Health Centre of Northumberland (CHCN) staff and external partner agencies to provide comprehensive, coordinated, primary health care for our community, encompassing primary care, health promotion and illness prevention.
As a member of the Senior Leadership team, the position supports operational planning and the organization’s strategic goals and objectives. The position also provides policy recommendations to the other members of the Senior Team. To succeed in this role, the successful candidate must demonstrate excellent analytical, leadership, and problem-solving skills. The successful candidate will also be an exceptional communicator, with a strong understanding of program evaluation processes as well as demonstrated experience and success on a leadership team.
Responsibilities:
- Provides leadership and direction to the Primary Health Care Team, Counselling Team, and GAIN Team.
- Responsible for the day-to-day administration of the above-mentioned teams including human resources.
- Maintains and develops collaborative relationships with internal and external partners. Participates and represents the organization on identified committees, working groups and ad hoc groups.
- Ensures programs and services are rooted in a client and community centered philosophy.
- Ensures that quality improvement and risk management issues are identified and mitigated. Responsible for developing and monitoring clinical policies in collaboration with the Clinical Director.
- Participates in Accreditation planning.
- Ensures targets and benchmarks are realistic, achievable and on track. Responsible for collection, monitoring and reporting of same.
- Leads and participates in the selection, ongoing development, performance management and promotion of staff within the department as required including on-boarding of new staff and development of training and education plans.
- Identifies and brings forward to the Senior Leadership Team community health issues, provides recommendations and leadership in the development of strategies to address identified issues. Develops and implements strategies to ensure communications between Primary Health Care staff and other areas of the CHCN are clear, open, and timely.

Committed to safety, works in a manner that demonstrates responsibility for following the Centre’s safe work practices and works in compliance with the Occupational Health and Safety Act. Takes responsibility for and is expected to report any unsafe/at risk conditions as well as be accountable for their correction.
- Communicates in a timely and positive manner with the Clinical Director regarding job content, specific objectives and personal performance. Identifies performance goals, objectives and learning needs. Identifies concerns in a timely manner and, in collaboration with the Clinical Director, seeks resolution.
- Incorporates and contributes to the Centre’s efforts for continuous quality improvement by identifying, implementing and evaluating policies and practices to support best practice.
- Incorporates and strengthens collaborative and interdisciplinary teamwork.
- Participates as a team member in all staff functions: program planning, team and inter-team meetings, all staff meetings and team building.

- Capacity to develop and maintain strong professional links with other agencies, community organizations and funders.
- Sensitivity to and awareness of cultural, racial and socio-economic diversity within the community.
- Strong understanding of a population health approach and the determinants of health.
- Experience and familiarity with TELUS Practice Solutions software is considered an asset.
Qualifications
- Minimum of 3 years progressive experience in health system leadership.
- Degree in a health science discipline – member in good standing with associated college, required.
- Demonstrated knowledge, skills and abilities in health and medical administration attained from a degree from an accredited university or through an equivalent level of experience.
- Related experience in program development and evaluation strongly preferred.
- Valid Driver’s License to drive in Ontario and access to a vehicle.
- Subject to a Police Reference Check as per organization policy.
